    No, the Palestinian Authority considers Israel's refusal to allow the Palestinians to "drive the Jews into the sea" (i.s. kill them) a
    declaration of all-out war, and they always have.

    And whenever it looks like there might be a chance for peace the
    Palestinians never miss the opportunity to miss the opportunity.
