Merc seems to have fixed the bouncing and now has a competitive car. How long has it been since three teams have been serious contenders for podium finish? The rest of the season could be the best racing in a very long time.

Absolutely. It required modernish tracking tech, but we have that tech
now, so we might as well use it. The safety car can be a complete
randomiser, and that's not what I want sport to be, so maybe the VSC's
one of the best developments in F1 history. The fact that it can
be active for only the absolute shortest period of time necessary is
also a boon. The real safety car's just horrid in comparison. Though
    necessary sometimes, obviously.

for instance when the need a gap for marshals to be able to cross
or move on the track safely.

VSC is the most boring development in F1 history.

Rubbish. Sometimes it lasts just a lap while the alternative can be an interruption of several laps that negates all the ongoing strategies.
The SC, while sometimes necessary, often rewards mediocrity.

If neutralising the race so it can continue with the least disruption
is boring then perhaps you don't really like F1.

Most boring development, off the top of my head, DRS; for enabling the
F1/FIA sit on there arses for ten years and do little about the
    aerodynamic wake.

+1 DRS for most boring, can-kicking 'development', akin to Push-to-Pass

Except you're not comparing like-for-like usage.

They use the VSC when lasting "just a lap" is a possibility.

And now they've done a huge amount about it...

    ...and it's still not enough.

What more do you imagine that they could do to eliminate this wake?

Eliminate all the wings and aero bits, us a design that creates much less wake.

So you like the lack of overtaking for the last 20 years... or simply
    can't grasp the point.

As I surmised your idea of the sport and mine differ greatly.
