    A kindergardener sees that other states that have enacted onerous
    taxes on businesses find a good portion of those businesses fleeing to other states.

    Okay, but "soaking the rich" has the advantage of looking for revenue
    where the money is.

    Raising taxes only makes it worse and will be counterproductive in effort to raise revenue.

    Then the mayor won't make the proposal part of the budget nor will the
    city council approve it.

    Problem solved! But "Chicago think tank makes proposal unlikely to be
    approved" isn't as snappy a subject line.
