Villain: Ghost and Red Hulk

Secretary Ross learns that his secret database has been hacked along with secrets of his career he doesn't need publicized. The Secretary along with homeland security learn he was hacked by an unknown hacker they have dubbed "Ghost" except that this
hacker is also a highly trained assassin who has been targeting political officials.

Ross begins to see a pattern of killings and hackings that he calls in Iron Man, War Machine and Vision to his base and briefs them on the ghost. Ross informs them that he believes the next target is a NASA executive named Nathaniel Parsons. Tony
questions why would Parsons be a target especially after Pepper just sealed a deal with NASA to share Stark's Solar technology.

(NASA and Stark signed a deal where Stark would share his solar tech to power a NASA satellite that would provide natural disaster coverage to different countries to assist FEMA with search and rescue)

So Tony and Rhodey go undercover at a convention hall while Vision and a few snipers take the roof. Ghost appears on a catwalk above and aims his sniper rifle at Nathaniel. Vision phases through a wall only to be electrified by a proximity mine Ghost
left. Ghost turns and goes invisible and detonates the mine causing the ceiling to cave in on the crowd. As Nathaniel runs away Tony has Friday scan for a heat signature and sees the invisible villain chasing Nathaniel. Tony suits up and Flys through the
corridor tackling Ghost.

Ghost has intense martial arts skills and manages to overpower Iron man and once again goes invisible this time activating his cold signature so Tony can't see him.

Nathaniel reaches his limo with an armed guard and his limo driver speeds away. Suddenly Nathan's guard begins to bleed from his abdomen with ghost suddenly becoming visible. He looks directly at Nathaniel and says "Boo..." before pulling a gun and
killing him.

Now as the rest of the film would go on. We would learn that Ghost is against the Accords and believes that the United States is corrupt and only using the heroes as pawns for false flag missions and cover ups. Ghost hacked Ross because he found out that
Ross wanted enhanced soldiers for the government. Since he couldn't have the Hulk he wanted The Avengers especially Stark's tech. Ross was working with Nathaniel behind the scenes to have the NASA satellite fly over the polar ice caps and use the heat
from the sun to melt them to cause huge tidal waves.

Ross and Nathaniel had backdoor deals with other countries for real estate developments and to remove a lot of the population. This would have less people protesting and more in support of the accords. While Ross, Nathaniel and other corrupt global
leaders would make a fortune in purchasing land.

But Ghost wanted to show the world what a monster Ross is. Ghost learns that Ross has hulk DNA back in a secret military base. Ghost captures the secretary and injects him with Hulk DNA turning him into the red hulk. As ghost disappears the red hulk
begins to terrorize a town and Iron Man, Vision, and War Machine must battle him.

In the end Ghost would get what he wanted. The NASA satellite destroyed, General Ross locked up in the raft, Iron Man viewed as a hero again, and people protesting the US government .
