Watch the anime called 'X'. The Wachowski's took loads of ideas for the Matrix from this.

It's more like the Martix inspired the Anime.
Have a look at the Animatrix.
The Matrix wasn't a terribly original idea (heck, The Thirteenth Floor, released the same year, takes the same idea and does it better if not
with as much 3-D bullet time), and I suspect you could find anime that
did the same thing going back a ways.
