“The Strategic National Helium Reserve is a reserve of helium in the
United States, which holds more than 1 billion cubic meters of helium. Apparently, in this comic, Cueball was hired to manage the reserve, and
due to the fact that the caption says that he can not explain anything
out loud, it can be inferred that Randall used all of it by repeatedly
inhaling the helium supply, so speaking would instantly give away where
the helium has gone since the helium would make his voice squeaky.”
