    No, not a pricey cocktail. There are a few instances where I remember
    almost nothing about a story except one little bit. Here's one:

    Probably a short, around 80s or 90s most likely. It's an alt-history
    setting where most of what is the US now is occupied by native peoples.
    That is, except for Mahattan.

    Somehow the famous sale of the island for $24 was legitimate. How that
    was decided, and whether the rest of the area was evacuated or never
    populated, idunno. It's about our equivalent time, at least in tech. So
    that's the only place with European settlement.

    Apparently it's sort of an Arab/Israel tense situation. At the start of
    the story, a plane with the protaganist is coming in, and fighter jets
    zoom up from the island to sort of challenge/escort to make sure no
    funny business is going on.

    That's literally all I got.

    I might have read this. The name Howard Waldrop comes to mind (though
    perhaps because the setup sounds like something he might write).

    I think I read that issue, or the anthology "Alternate Americas"
    which was edited by Benford and Greenburg.

    That sounds highly probable, from what I can find out it. It's the
    right time frame and I was an Analog subscriber then.
