A new autopsy report alleges wealthy Democratic donor Ed Buck
waited 15 minutes to summon paramedics after a second black died
in his apartment in the span of two years.

Buck’s lawyer is disputing the timeline.

“We have a different scenario,” lawyer Seymour Amster told the
Daily News on Friday. “First of all, my client did not have a
clock timing whether it was 15 minutes or not.”

Amster claimed Buck was actually in another room, taking a
shower, when Timothy Dean, 55, allegedly fell unconscious at his
West Hollywood residence in the predawn hours of Jan. 7.

“He finds Timothy in a state of being unresponsive in the living
room. He doesn’t wait to call 911. He calls, and as he’s on the
phone, he’s getting instructions to perform CPR,” Amster said.

It was Monday that the Los Angeles County Sheriff first
confirmed Dean died from an accidental methamphetamine overdose
inside Buck’s second-floor apartment.

The coroner released the full autopsy days later, revealing an
investigator’s narrative that said Buck initially claimed “he
attempted CPR for 15 minutes before contacting 911.”

Dean’s death, which remains under investigation, came 18 months
after a 26-year-old black man named Gemmel Moore died from a
meth overdose in Buck’s residence in July 2017.

Both dead men were found lying at least partially on a mattress
in Buck’s living room with sex toys nearby and syringes found at
the scene, their reports state.

According to the coroner’s office, Buck claimed Dean was
exhibiting “bizarre behavior” before his death and at one point
used a piece of clothing to fashion a noose around his neck.

“The witness relays that he removed the ‘noose’ and the decedent
then stood up and began throwing clothes up in the air,” the
report says.

The coroner investigator who wrote the report said “no items of
clothing that appeared to be fashioned like a noose” were
observed at the scene.

Investigators recovered three syringes, two glass pipes and
multiple glass vials from the apartment, the report states.

Evidence of meth use was found on one of the pipes. Two of the
sealed vials had labels for erectile dysfunction medication. One
had a label for a medication used to rapidly reverse an opioid
overdose.

Dean was found with significant alcohol in his system and
flexible plastic devices on his genitalia, the report says.

Buck told investigators at the scene that “he did not see the
decedent taking any drugs and that they did not have sex,”
according to the report.

Deputy Medical Examiner Matthew Miller wrote in his notes that
other men have stepped forward and claimed they received drugs
“via penile injection” at Buck’s residence.

Miller said he found no evidence that Dean received drugs that
way before his death. He said “an old injection site” elsewhere
on the body appeared to show evidence of a “new hemorrhage” and
may have been used shortly before the overdose.

Attempts to reach a member of Dean’s family were not immediately
successful Friday.

Buck – a white man who previously ran for West Hollywood City
Council and is a prominent Democratic donor and figure in LGBTQ
political circles – has denied any wrongdoing in the deaths of
both Dean and Moore.

Dean’s sister previously told The News she wants answers.

“Me personally, I demand a full investigation. I really think
this man, Buck, was involved. I really believe he preyed on
people. I think he’s sick. He really needs to get some help,”
sister Joyce Jackson, a resident of Tampa, said.

Meanwhile, Moore’s mother LaTisha Nixon has filed a wrongful
death lawsuit claiming Buck, 64, has a “well-documented history
of isolating black men for predatory sexual encounters.”

The 20-page complaint alleges multiple black men who were
strangers to one another have “independently described their
first-hand experiences” of being injected with crystal meth by
Buck inside his “drug den.”

Nixon’s lawyer Hussain Turk said Tuesday that the new details
regarding Dean’s death support his client’s theory of what
happened to her son.

“This is absolutely part of his pattern. It’s consistent with
what we know happens at Ed Buck’s home,” Turk said.

Moore was a young, openly gay black man who was struggling
financially when he was found dead inside Buck’s apartment in
2017.

His autopsy revealed investigators found a notebook in his
belongings in which he “indicated using intravenous drugs with
Edward Buck in the past.”

“The decedent was laying nude on a mattress in the living room
with a male pornography movie playing on the television,” the
autopsy report previously obtained by The News said.

“Police located multiple sex toys, multiple syringes and clear
plastic bags with suspected methamphetamine in a tool box roll
cabinet in the living room,” it said.

“Multiple syringes with brown residue, scale, lighters, straw
with possible white residue, glass pipes with residue and burn
marks, plastic bags with white powdery resident and a clear
plastic bag with crystal-like substance was located in drawers
of the toll box roll-cabinet in the living room,” it said.

Before filing her lawsuit, Nixon voiced concern that Buck’s
political clout and her son’s race and relative lack of
influence allowed Buck to avoid both arrest and any charges.

The mom said Buck bought a ticket for her son to fly to Los
Angeles from Houston the day he died.

The Los Angeles Times reported that a journal found in Moore’s
belongings claimed Buck introduced him to intravenous meth use.

“I’ve become addicted to drugs and the worst one at that,” Moore
reportedly wrote. “Ed Buck is the one to thank, he gave me my
first injection of chrystal [sic] meth.”
