Sorry, I'm unaware of that phrase in the 8th Amendment, Can you cite where
the 8th Amendment has the limitation you claim it does or not?

    Eighth Amendment
Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.

I don't see where it says 'unless it's a civil case' anywhere within that
    text.

Are you suggesting that civil court should be free to impose excessive fines where a criminal court isn't?

Oh, that's right, you didn't get to that part because you just stopped
reading once you heard what you wanted to think it said.

Let's quote the WHOLE thing shall we?

The Eighth Amendment deals only with criminal punishment, and has no application to civil processes. In holding the Amendment inapplicable to the in?iction of corporal punishment upon schoolchildren for disciplinary
purposes, the Court explained that the Cruel and Unusual Punishments Clause "circumscribes the criminal process in three ways: First, it limits the
    kinds of punishment that can be imposed on those convicted of crimes;
second, it proscribes punishment grossly disproportionate to the severity of the crime; and third, it imposes substantive limits on what can be made criminal and punished as such."298 These limitations, the Court thought,
should not be extended outside the criminal process.

What's this? Could it be the Supreme Court was only talking about PART of
    the Amendment?

" the Court explained that the Cruel and Unusual Punishments Clause "circumscribes the criminal process in three ways"

IOW, PUNISHMENTS are restricted to criminal courts because civil courts
don't have the power or authority to IMPOSE punishments,

All they can do is FINE people... which brings us back to the whole
excessive fines portion of the Amendment which DOES apply to civil courts
and nothing SCOTUS has ruled has EVER changed that.

Once again, we see that Baxter doesn't actually check his material.. he
simply looks for the little part he thinks will confirm his claims and
ignores everything that refutes his whole assertion.

And yet, Baxter seems to feel we should blindly trust his claims because he knows what he's talking about.

Hell, he couldn't even get back the 1st sentence and ignore the limitations
    set forth.
