100 years ago there was the technology. How would your car in 1935
have been able to tell what the different speed limits were on all
the different roads in order to consistently limit your speed to 10
above no matter where you were?
As it is, this system will be easy to tamper with: a simple GPS

The other thing that no one in this thread has mentioned
is that governors on engines have been around a LONG time
and are widely used in commercial vehicles. I remember
when I was in high school and had a summer job delivering
large items for Sears that the trucks we used had
governors on them to keep them from going more than 60 mph
(Canada hadn't gone metric yet). More recently, our school
buses have governors to keep them from doing more than 110
kph (about 65 mph).
This bozo in California simply means to do the same thing
on personal vehicles. He's also using newer tech so that
instead of the governor having a single fixed maximum
speed, the maximum speed varies with the speed limit.
I think the people who operate school buses would LOVE to
have technology like this. We were constantly being
admonished to never go more than 10 kph over the limit -
and then not exceed the limit at all with my second
employer - but the governors on the school buses only
accomplished that in areas with the highest speed limits.
There was nothing to keep you from speeding on a regular
city street except fear of speeding tickets and getting
reamed by your boss.
One factoid about the wartime rationing of gas that
is often overlooked is that rubber for tires was in
even shorter supply than gasoline and the rationing
of gasoline (domestically produced) was more plentiful
than rubber (imported).
