Sometimes a government will promise something and rightly decide that
the promise is no longer the right policies when facts are known. The
intent of government was to reduce the top tax rate - they got their
numbers wrong; they should be at least considering the extent to which
it is still desirable (for a range of reasons) to still seek to meet
