    Stuff also has quoted Winston as being in line with Chris Luxon. The two are agreeing that progress is being made and there are some sticking points,
    which is totally expected.

    Winston was even saying that the November has a good chance of arriving
    after the agreement.

    Seems to me they/we are at the stage of all parties have to give a little
    and then the agreement is settled.
