From Wiki-pedia I have found that

    a) The World Health Organisation suggests 0.7mg/l in the water as it is good for tooth decay.

    b) Fluoride is in ground water naturally, Weathering of rocks.

    c) Some parts of the world have high/dangerous levels in the ground water

So it seems from this that everyone is getting some, and a few (% wise) get
too much for their health. Conclusion is that a little bit is good, but more
    is not necessarily better.

Finally, "Not to be confused with Florin, Fluorene, Fluoride, Fluorone, or Florine."

Found this. Seems to give a list of the cons

    https://fluoridefree.org.nz/key-messages/

From this list I get the impression that if we are following the science, we are in a period of re-evaluation. The concerns need to be looked at and debated. The tooth decay data needs to be reguorisly challanged as if the
decay rates are not changed with fluoridation then why are we doing it?
