    They must have read your post. you know, the one Rich80105 tried his big distract on. Well it answers his question about who wants to lock up these young pos's. It's his inglorious Labour party! wonder if he's got the e-mail yat :)

    Reading throuh that article the phrase (neither) Arthur or Martha comes to mind.

    It reads as if it is just knee jerking 87 days out from an election. This is what is driving them at this stage. Win the election and then they will pull out the hidden plan.

    At this stage of the electrol cycle it is customary to wave promises in the air, which can turn into mandates should the party win. Asof now it appears
    if they should win the country will not know what the mandates are,
    confusion will be the result.

    Still, this will not be anything that has gone before.

    been talked about a lot over the last couple of years; and the
    problems with some staff more recently will have given urgency to
    getting started with the building work needed.

    Absolutely - if you are talking about National; but to be fair to
    National they know that they would not have the money to do what
    Labour is planning - after all their only policy that goes further
    than a headline is to cut the top tax rate - they don't want to talk
    about the other side.

    Still, this will not be anything that has gone before.

    It is a move back to larger facilities for troubled youth, with more
    specialist services - Labour wants to fix the problem by turning
    troubled youth into responsible and productive citizens; National just
    wants to hide them and lock them out of sight. Labour believes in
    equal opportunities; National gave that away when Bolger left . . .
