Maybe there will be a mass return to Usenet because the new regulator
cannot touch Usenet content (but could try to make accessing it in NZ
a crime).

Usenet does not have the patronage it once had, and that is a pity.
Many computer savvy people these days have never heard of it. There
was a time when every ISP hosted a usenet server. These days it would
be possible for every internet subscriber to host their own usenet
server, or if not usenet, a similarly contrived decentralised
discussion forum with an infrastructure similar to bit torrent.
