    There was a phase not so long ago, dumding down. From the look of the
    figures

    It does look as this has been well and truly received. Taking this award >jointly is the National and Labour Governments.
    Absolutely correct. However there is an election looming and this government has had more than five years to address literacy but has failed to do so.
