    as well arguge/debate whether grey is white or black.

    At present co-governance is nothing more than a word can mean what the
    speaker thinks it is. In short is about to become meaningless.

    Co-management, as it exists today, is a means by which a local
    authority and local Maori interests with a historical connection to
    the specific locality under management, work together to manage a
    local territorial resource. All these arrangements were the result of
    ToW grievance settlement agreements.

    Co-governance, as defined in the Water Reforms legislation, meets none
    of those criteria.
