has become a contributor to climate change in general, but it is not possible to determine whether human actions have has a siginificant
effect in any particular weather event. It is also clear that,
regardless of your view on causes of global warming and increasing significant damage from weather events, it is worth our country
seeking to achive the reductions in emmissions and other targets
agreed in international agreements - better to spend the money in New Zealand fixing our contributions than to see that money be paid as teh result of not meeting targets.
