What he is saying here is fine for the Health Boss to say so. Why did he not explain the issues to the Minster, with solutions, and then if stone walled go public.

Saying that the system, which has been taken over for a month, is in a bad way but (spin it) by saying this is why we have restructured.

Found this interesting as from my memory it was Labour governments that caused this "struggling “under the weight of historical bureaucracy”."

His job was to work with the Minister. If that became untenable he had to resign.
Going public before he resigned was not a good plan if the issue was serious - and it was!

There is nothing to indicate that he has not given those explanations
, and certainly no indication that he was being stonewalled. Indeed
teh Prime Minister indicated that the only disagreement with him was
that he was outspoken in giving his personal opinion on National's
proposals which he should not have done - that was dealt with very
quickly by the government, which will undoubtedly has given a clear
indication that this government at least does take a non-partisan
    public sector seriously.

It confirms that National's needless fragmentation of health services,
creating smaller units that were asked to compete against each other,
was the wrong strategy for a public service. Health has however been
under considerable strain through Covid (which has not stopped), and
now extreme weather events, and times of stress make it difficult to
achieve organisation change other than by slower steps than are
desirable. It is however good to have the detrimental effect of
National's cost cutting and bullying and ''divide and rule'' methods
were very very bad, and should never be visited again.
