    It just means that the company the staff work for will now be paid by government directly. One of the results of the recent weather events
    has been for the government to indicate that they will need to ensure
    that more staff are employed in regions closer to where work will need
    tobe done - it applies to Emergency staff as well. In some cases, it
    may mean more employment in the regions, or some people mixing a role
    when there are no problems with an emergency response role. All part
    of keeping local authories better invovled.

    Meantime apparently under National's plans we will all pay for the
    work through higher rates and water levies - enough to ensure that the
    top tax rate would still be cut under a National Government . . .

    Well under Labour's water reforms who else was going to pay and how
    much? At least with Nationals plans the entire plan is paid for based
    on the decisions of elected representatives (from central and local government).
