Shane Te Pou thinks so:

While I agree with the criticisms leveled at National and Luxon to
some degree, the claims that Hipkins has turned things around are as
absurd as they are an insult to Ardern's leadership. The resumption
of Parliament sittings changes the political landscape significantly
and this is just about to happen. If National have what it takes,
this will signal the end of Hipkins leadership honeymoon.
Hipkins has yet to signal any major changes of direction, though the
minor changes he has initiated are encouraging. However the single
major issue that will bring this Labour government down will be the
water reforms. Labour are stuck here. Just as no NZ political party
have chosen a rookie MP as their leader, no political party has
repealed legislation.
If National trail Labour in the polls leading up to the election later.
this year they will certainly have snatched defeat from the jaws of
victory
