This clearly illustrates the issues to be faced when Water Entity
boards are chaired by someone with a specific agenda focused on Maori
or non-Maori interests.
Are there suitable neutral candidates to act as Water Entity Board Chairpersons?
This is probably the single biggest issue with co-managed Water
Entities: their scale (and impact) of each one is vastly bigger than
that of every current example of co-management, yet they are not run
by personnel directly elected by the population in the area they
serve. There are 67 local bodies with water assets (IIRC)and every
one of them is run by councilors directly elected by the ratepayers
they serve.
