    That looks to me that the left hand is not aware of the right hand.

    Okay say the proposal goes through. A good incentive for the stolen firearm
    not to ne reported, after all what is the chances of it being returned? So more firearms stolen as the thief knows that chances are the Police will not know about it.

    Interesting and about as stupid as 5 waters :)
    Sure firearms licences haven't increased in price since the 90's. However setting up security to support an application for a firearms licence has increased since then because of the requirements that must be met for storage of your firearms and ammo
    before you can get a licence has increased by about the same 500%...

    Any principle that means the police can charge to investigate a crime is wrong. Of course, if after the investigation, it is found that the person who experienced the crime should have done better then maybe action should be taken through the courts.
