    Sure, it is technically possible, if someone defines a protocol for NNTP-over-QUIC and implements it.

    I do not see how a few milliseconds make a difference for Usenet
    propagation.

    IF using port 56X you could speed up NNTP over TLS.

    How large of an increase in speed are you hoping to see?

    I doubt that it would be worth the effort.

    I think that yet another news (transport) protocol is ... questionable
    at best. Especially when it's still NNTP, just a different transport
    therefor.
