    PROCEDURE:

Please refer to the newsgroup creation policies listed here:

    http://www.big-8.org/wiki/How_to_Create_a_New_Big-8_Newsgroup

All discussion of active proposals should be posted to
    news.groups.proposals.

Hey, Jason? Nobody ever wanted to use news.groups.proposals except for
specific Bambies who were hugely embarassed by the two massive flame
fests -- the socmen proposal and the pondscum proposal both for
moderated newsgroups -- that they were partly to blame for instigating.

In the case of the Gemini proposal, the proposal was improved after
    UNMODERATED discussion in news.groups.

Please change the rule about the followup RFD and just blame it on your predecessors. There is an obvious reason why proposals are discussed in
the light of day in unmoderated newsgroups.

    Hi Adam,

I'll put this on the topic list for the next meeting on Friday. I'm not familiar with either of these incidents. Can you provide me with some
more details on this such as when these happened and what subject lines I should look for so I can do some research on why this was put in place?

It looks like it was way back in 2006, which is when I found the first
    archived newgroup for news.groups.proposals.

soc.men.moderated (socmen proposal) was proposed in 2006.
news.groups.proposals was 2006, in reaction to this discussion. This
    newsgroup was rmgrouped in 2014.

rec.ponds.moderated (pondscum proposal) was 2007, the first major
proposal discussion in the moderated newsgroup. This newsgroup was
    rmgrouped in 2015.

No, I didn't save any of the discussion locally.
