    It would interesting to find out what percentage of political
    campaigning eMails get flagged as spam by Google's users. My
    guess is that users who flag political eMails as spam probably
    mostly don't care whether it's a political party they favour
    if they didn't consent to receiving it. I would expect to see
    some bias to just deleting-without-flagging from at least some
    users the spam that promotes a political party they favour.
