Would it mean that eternal-september refuses the NoCeMs from usenet.ovh but >> paganini accepts them ?
In this case it means that after an update to INN INN::Config.pm
pointed to gpgv1 again (I have both gpgv1 and gpgv2 installed on the
server due to dependencies) and gpgv1 can not handle usenet.ovh's key,

Newsgroups are broken by neo-nazi administrators, You rarely see
identical messages around the globe. This filtering and NoCem nonsense
should stop and let users decide what they want to see and what not. the alternative is to have private servers where users join them to read and
post only for that server.
Peering should be blocked for those servers.
Looking at it, that is where we are heading.
