If you're using "Sheets" then you're probably asking in the wrong place - this is an Excel newsgroup. (I for one don't know much specifically about the Sheets product.)
But if you are in Excel, check the Options.
In the 'Formulas' section (in the left column), look under "Working with Formulas" and see if "Formula Autocomplete" is ticked.
Then in the Advanced section, look under "Display", and see if "Show Function Screen Tips" is ticked.
Caveat: I'm using Excel 2013 today.
