Doesn't the OP mean "printing" a page, where you select a virtual PDF printer as the Destination?
Yes, I believe so.
Here, selecting Print for any FF page offers all available printers,
including "...to PDF". (I just tested it). Of course, how much of the
page actually prints is controlled server-side.
If OP doesn't see Print to PDF, I wonder whether they have Print to PDF available at all.
