    Looks like there are several counties with multiples.
    Are there any other states that do?

    Arkansas also has 10 counties with dual seats, though the way the laws governing those counties are written only one of those 10 literally has two "county seats" thanks to special language in the state constitution:
    * Sebastian County: Fort Smith, Greenwood

    In the other 9, one is the legal "county seat" while the other is merely designated by law as the seat of its district; nonetheless they're both commonly known as, and are each de facto, county seats. The other 9, each with its legal county seat first
    followed by the seat of its other district, are as follows:
    * Arkansas County: DeWitt, Stuttgart
    * Carroll County: Berryville, Eureka Springs
    * Clay County: Piggott, Corning
    * Craighead County: Jonesboro, Lake City
    * Franklin County: Ozark, Charleston
    * Logan County: Paris, Booneville
    * Mississippi County: Osceola, Blytheville
    * Prairie County: Des Arc, DeValls Bluff
    * Yell County: Danville, Dardanelle
