So, the connection via Niš is now working?

I have no reason to believe this, sorry.

At my knowledge, the 2019 international
Service was thought to be limited to
    the very summer season.

International train-only passengers may be able to
reach Saloniki from Bulgaria as soon as
bus replacement on that line is over.

The report made mention about services from Topčider to Gevgelija, which
are respectively in Beograd and in North Macedonia. Thus, I would have
though that the Niš connection is now working, unless there is another connection.

When is bustitution there due to end?

What, if any, are the prospects for resumption of passenger service
between Gdynia and Kaliningrad via Tczew?

Service between the two termini had become seasonal and last ran in
summer 2013, AIUI. I am guessing that introduction of sanctions against
Russia in 2014 for annexation of the Crimean Peninsula and subsequent
conflict in eastern Ukaine, made PKP strike off any plans of resumption
    for subsequent summers.

I know that RZhD ran a test train, I think earlier this year.

    Good question. http://p.bdz.bg/s/o/sofiia-solun-11250.pdf

Maybe first arrival of international passenger Trains
since quite a while will be on 8th of June. http://p.bdz.bg/b/u/buk-solun-11249.pdf

    We shall see?

PKP resuming passenger service, at least seasonal, to Kaliningrad?

The standard-gauge line on the Russian side is active, AFAIK, for
shipments of oil products from PKN Orlen and Lotos.

Russia annexing bits of other countries might interrupt traffic to
Koenigsberg? I guess we cross that bridge when we come to it.

The introduction by the EU of sanctions against Russia may have made PKP nervous about reintroducing even seasonal service on that route, even
they sanctions did not stipulate rail transportation in this area.

Plus, the conflict between the Russians and Ukrainians frightened the
Poles. It's worth noting that Kaliningrad is home to the Baltic Fleet,
which is not far from the Polish Navy's own bases at Gdynia and Hel.

The Russians also introduced sanctions on the imports of food stuffs, I
believe from the EU, thus leaving the Poles with a lot of fruit and
vegetables going off in storage. Russia was a big buyer of Polish
    produce, AIUI.
