    Yes, anyone can propose an initiative, and on getting enough signatures on the petition, the rest of us vote on it.

    A fair compromise would be to have them pay to a certain amount and
    that's it. An even better one would be to take school funding out of
    property taxes all together. Replace with a sales tax that everyone
    would pay, not just home owners.
