    If I wire money from a bank in another country to a person using a USA bank
    in an amount over 30K in US dollars in the same year to someone in the USA,
    do they, in the USA have to pay USA federal taxes on that money if the transaction is structured as [a] a gift from one blood relative to another,
    or [b] an inheritance, or [c] a sale of inherited property that they
    previously inherited prior to the sale?
