weird shortcut happening

This shortcut is exhibiting different behavior after updating to iOS 16.
The first change I noticed I like. It used to be that when I clicked
on the shortcut, I could not then proceed to the next step of completing
the action the shortcut brought me to until the shortcut announcing
banner disappeared. Now, after the upgrade, you can do it immediately
even though the banner is still visible.
Then I noticed that sometimes the banner didn't appear at all.
Sometimes, it would appear later on another use of the shortcut. I've
seen up to I think 4 banners all appear and disappear in succession.
Then this morning, this multiple banner appearing showed up and the
screen seemed locked. Couldn't do anything. First time I ever recall
this happening with any of my phones over the years. The Right button
for closing the screen worked when I clicked it, and when I opened back
up everything was normal.
