Does anyone know of any eSIM providers where they provide VOIP voice and
SMS via an app that works on iPad?

Someone on Reddit, visiting the U.S., was looking for an eSIM for an
iPad that includes calling and texting capability (not just a data-only
    eSIM).

TextNow would work for him, with a physical SIM, but they don't have
    eSIM support.

I have a physical SIM in my iPad Pro <https://www.bestbuy.com/site/reviews/unreal-mobile-5gb-month-3-month-4g-lte-3-in-1-sim-kit/6300265>
that allows this, using AT&T's network but with a VOIP app for calls and
SMS. That MVNO (Unreal Mobile) no longer offers this service, I bought
some of their SIM cards with three months of 5GB/month data for pretty
cheap. It was a bit of a pain to set up because they only have an iPhone
app, not an iPad app, but, surprisingly, it was easy to install an
iPhone-only app, that doesn't show up in the App store for iPad, onto
the iPad. Not sure if 2FA will work from some banks, but that's not a
    big issue for me.

I told him to just use Google Voice but it's difficult for him since he
doesn't have a separate phone with a U.S. number to do the verification. There's also services like Localphone that will rent you an incoming
number and you can use their app for calls, but they don't support
    incoming SMS.

On many LTE Android tablets they use a phone chipset and you can have a
native dialer and SMS capability, essentially an Android phone with a
    very large screen.
