    assume. Which if each agency logs all documents sent, then the
    National Archives and Records Administration could check with each
    agency and determine what was missing.

    Flushing documents down the toilet was either true or a
    ruse...covering one's tracks is nothing new, and knowing some of these documents have a cash value would strongly influence the 'former guy'

    So, he clearly wanted to keep them. I can only assume because he
    thought they would be valuable. State secrets ... sell them to his
    buddy Vlad to help raise cash for his legal woes? Not sure what the
    game here is, but it now appears it's something other than brute
    incompetence, for sure.
