• Use of Force by Police

What is the exact definition of when police are allowed to use force against
a suspect? I understand the case where the officer uses force to prevent a suspect from inflicting imminent harm on the officer or another person. But what about the case where a suspect has been observed committing a crime and runs from the police? The officer tells the suspect to halt but the suspect keeps running. At what point can the officer, say, fire his weapon against
the suspect to stop him from fleeing? Does it matter if the original
crime itself involved force (perhaps a shooting or some kind of battery
against someone) or was something non-violent like a snatch and grab or some other form of theft or stealing?
