    Suppose law A says "all guns are prohibited".

    Can law B say "guns can be carried by one-eyed-men on full-moon days" without explicitly declaring it is an exception to law A?

    Yes, that kind of thing happens all the time. If it's not an explicit amendment, however, sometimes the amendment isn't found by litigants
    and isn't applied.
