    No.

    taken to the extreme, they say citizens have a right to nuclear weapons, since the government has them.

    People say a lot of things.

    Until the 1960s, there was very little 2nd amendment case law because
    everyone agreed that it meant that the states could maintain state
    militias, which we now call the National Guard. That's the "well
    regulated" part. The origin was a fear by southern states that
    northern rascals would outlaw the state patrols that put down slave
    rebellions.

    Since then, though, there's an all new insurrectionist theory which
    has no basis in history, skips over the well regulated part, and
    asserts it's about individual self defense. A majority of SCOTUS
    believes this interpretation, so it's anyone's guess what if any
    limits they will put on it.
