I suspect SOUTHCOM of supporting the police through paramilitary technology using radio wave electromagnetic signatures that can even be cached retroactively by the same radio telescopic technology used to observe outer space turned on the surface of the
earth like GPS satellites. Don’t believe anything you see here. There may be redundant nodes in other regions of the country like Arizona and even on military ships in the Navy and department of state HQ buildings and embassies in foreign countries
