    Description:
    Project Deliverables :
    Resource will assist the client to complete system design, development, and testing activities associated with implementing this custom built web application.
    The BBS web application including system generated reports must meet the WCAG 2.0 (Level AA) and Section 508 Subparts A-D accessibility standards.
    The BBS application must meet industry standards for web applications; with a focus to prevent security vulnerabilities, i.e. SQL injection, cross-site scripting, and others.
    The BBS application must meet industry standards for a web application; focus will be put on reliability (availability vs. down time), system processing (specifically during budget book production), and timely report processing.
    Work will be assigned as needed to complete each project phase within determined deadlines
    Responsibilities :
    Design, develop and test code
    Utilize tools to ensure the application and reports meet industry accessibility standards (e.g. webaim.org WAVE browser extension)
    Optimize and enhance security using known programing techniques and industry standard practices
    Resolve any security flaws found by the vulnerability security scans tools (e.g. HP WebInspect)
    Design, implement, and execute accurate and efficient SQL statements
    Optimize application and report performance using known methods or tools to analyze and optimize code
    Provide project estimates for initial build and or modifications requested Report status to functional project manager and IT project leads
    Provide input and research into project recommendations and decisions
    Create, document and track database migration requests
    Accurately prepare modifications for migration through development, system test and production environments using migration tools (e.g. Phire)
    Direct and guide BBS development decisions as they relate to the client business processes
    Provide other project related experience as necessary
    Provide input and review of complex system design or modifications
    Complete technical specification documentation per standards as needed
    Provide expertise to resolve complex technical design issues
    Evaluate/implement technical solutions related to the integration of BBS with other Minnesota Management & Budget (MMB) web applications
    Verify technical solutions are well documented and maintainable
    Perform code and design reviews for other development team members
    Discuss and explain technical implementations to project staff, business users or management, either verbally or in writing
    Perform technical research on defect reports and enhancement requests to determine the true nature of the work required
    Setup, configure, or mine for test data to enable customer testing
    Mandatory Qualifications
    5 years' VB.NET development experience using Microsoft Visual Studio 2015
    2 years' experience implementing industry accessibility standards for web applications
    2 years' experience implementing secure web application programming
    Desired Skills :
    Oracle database experience creating tables, writing stored procedures, and or creating views
    Experience using the AJAX Control Toolkit and or iTextSharp
    Experience with the RichTextEditor control or other third party rich text editor controls
    Knowledge of public sector financials or budgeting
    Ability to work on-site 5 days per week.
