    Hartung, of course, is doing nothing to try to reduce the rate of out-of-wedlock births.

    Vermont led the way to the bottom with 5,117 births. Way to combat race dilution, Vermont.

    California outperformed everyone with 419,612 births, most of them illegal aliens.
