    | Conservative lawmakers argued the program allows foreign graduates
    | to fill jobs that otherwise would have gone to U.S. workers. But
    | trade groups and colleges lobbied against scaling back the program,
    | saying that it's key to meeting demand for high-skilled jobs and
    | making the U.S. competitive with peer countries.
