| Trump railed against the H-1B program. He invited former Disney IT
| workers who were replaced by visa recipients to share the stage with
| him at a rally. He even said, "we should end [the program]." And
| then, approvals of petitions for H-1B workers increased overall by 6
| percent between 2017 and 2019. Approvals of petitions for new H-1B
| workers (as opposed to continuing workers) dipped in 2018 before
| soaring in 2019 to the highest level since 2001.
