    | The new online system was implemented by President Donald Trump's
    | administration, with the intent to make the random visa lottery more
    | efficient by allowing employers to pay $10 for an electronic
    | registration ahead of a random lottery and potentially saving many
    | from the expensive and time-consuming work of putting together an
    | application.

    | In a response filed July 31, a Justice Department attorney defended
    | the online system and said the request for a temporary restraining
    | order "bypasses the normal manner of review" under a law governing
    | agency functions and "could seriously disrupt USCIS's administration
