    Mr. Davis, 53, pleaded guilty on Aug. 25 to one count of risk of
    injury to a minor after admitting to police that he had masturbated
    in front of a foster child living with him and his wife at the time,
    Jean. His plea was under the state's Alford Doctrine, which allows
    defendants to acknowledge that the state has enough evidence to
    convict them, but not admit guilt. Mr. Davis agreed to a deal that
    would give him a 10-year prison sentence, all of which was
    suspended. He will not serve time. He will, however, serve 10 years
    of probation and be placed on the state's sex offender registry.

    The charges first surfaced after the boy told his adoptive mother
    that Mr. Davis had sexually assaulted him. He later told authorities
    that Mr. Davis had touched him sexually as many as 100 times,
    sodomized him and attempted to force him to perform oral sex.
