Problem: My computer freezes (hangs up) after I install a USB card in a
PCI slot for a UMAX 2000U scanner. When it hangs, the only way to re-boot
is to turn off & on (cold Boot). Control-Alt-Delete does not work (soft boot).

Symptoms: WIN98SE Plug and play successfully installs both the Card and Scanner. After successfully using the scanner a couple of times, the computer freezes. This freezing may occur when using the scanner or
scanning software, initial start-up, or in another program (IE., Word
97). The computer freezes whether or not the scanner is plugged into the card. The only way to get the computer functioning normally again is to physically remove the card from the slot. I do not have to un-install the scanning software or driver.

Troubleshooting: After a successful installation of the USB PCI card, the device manager, shows the USB root Hub and device existing and functioning normally. The device manager also recognizes the scanner from a cold or
hot plug-in. I have checked the MS KB site and the RESKIT for this
problem. I also checked the UMAX website and found no fixes.

Steps I have done to eliminate this problem:
-Installed three different cards from three different manufacturers
-Used two different Scanners (UMAX 1220U and 2000U)
-Suspended all startup programs including Norton Antivirus
-Plugged the USB card into both open PCI slots
-Plugged the scanner into both USB slots on the card
-Checked all system logs to identify the problem. Unfortunately, because
the computer hangs, no problem is logged.
-Installed all latest software and drivers for the USB card and the
    scanner.
-Checked entire system using WIN 98 SE System Information Program. No
major faults founds. All minor faults corrected. System still hangs.
-There are no controller problems or IRQ conflicts that are reported by
    any diagnostics.
    -Verified compatible driver and version.
-Disabled IRQ Steering (just to see if IRQ Steering was the problem - The system would hang faster when IRQ Steering was disabled)

    Hardware and software specifications:
    OS - Windows 98 2nd Ed
    Computer - AST Advantage! 622
    Processor - Pentium 100
    RAM - 48MB
BIOS - 1.04.03 dated Feb 99 (The latest from AST for this model)
    System Device settings at default
USB Card - "PCI -> USB 2 port upgrade" by Entrega
    Scanner Software - Vistascan 3.51
System resources with all startup programs loaded and the Card and Scanner installed - 86%
System resources with no startup programs loaded and Card and scanner not installed - 93%
IRQ Steering is enabled and working normally

Since I have owned this computer (bought new in 1996), I have installed additional RAM in this computer (from 8 to 48 MB) and two Hard drives
(1.6GB and 13GB) with no installation errors.

Is there some tweak I need to made in the system that I am overlooking or
    am I toast?
