[gentoo-user] what does it mean that a layman repo is fully supported?

`layman -L` shows green (fully supported), yellow
(non-official) and red (not usable). what i don't
get is the 1st two: green and yellow.
i wonder if it's oxymoronic to have a 'fully
supported layman repo'. because, if fully
supported, then it should be in the main gentoo
repo. no?
