base-passwd on its own couldn't possibly be responsible for its own dpkg-managed files list (/var/lib/dpkg/info/base-passwd.list) missing a
final newline. This is almost certainly filesystem corruption, but
reassigning to dpkg in case there's anything that can be done there.
