Hi Team,

Bullseye drops emacs24 and emacs25 transitional packages. I think I
found and removed all incidences of these (plus a couple old emacs23!)
in our packages' control files.

If I remember correctly, I'm working off of an Oct 2020 list of our
packages, so if any new packages were created after that, and they added emacs24 or emacs25 Enhances to the control file, then I missed them.

I also ignored verilog-mode which spwhitton NACKed for elpafication, and
which I will consequently not touch.

I can't remember whether or not it's Policy RC, but haskell-mode had:

Build-Depends: emacs | emacs25 | emacs24

So yeah, maybe this wasn't be best task to do when feeling burnt out,
but I wasn't satisfied with our team's progress on this admittedly
non-RC front.
